2000 MsACCESS concatenate: Combining multiple rows into one row

Help Needed.
I'm trying to combine WorkCntr into one line for each part. Here's a table:

PartNo Operation# WorkCntr
81025745 10 INSPECT
81025745 20 SHIPPING
81029877 10 RAW MAT
81029877 20 MILL

I need this output:
PartNo Operation# WorkCntr
81025745 10 INSPECT; SHIPPING
