I bought a new motherboard and when I tried to get it to work with my
old hard drive and windows installation I could not. The hard drive
worked fine but for some reason windows would not load properly even
after repairing the installation. So, I broke down and purchased
another hard drive. I installed a fresh copy of Windows XP on this hard
drive.

Both hard drives are currently running on the computer. Is there anyway
to get my settings and programs from the old hard drive to the new
windows installation without reinstalling and resetting everything?

Your help is very much appreciated.

Settings in most cases is not a problem.

Programs ... sorry ... you have a different registry under you new Windows
XP. You need to reinstall all your software on the new drive so that all
registry settings are made to your new XP system.

Some SW will run if you just copy the Program Files stuff over and create an
Icon for it. Not the best thing, but in a pinch it works... otherwise,
reinstall it on the new drive and then copy over those files with what you
can get from the old one... should thus transfer settings and the like...
nothing to lose probably... it has worked for me in the past.
