Yes. You have to either buy two CDs or one CD and a second
license (which unfortunately costs more than a second CD from a
discount source).
There is absolutely nothing new here. This is exactly the same
rule that's been in effect for *every* version of Windows. The
only thing new with XP is that there's now an enforcement
mechanism.
