I have 2 copies of XP when with SP1 and the other with SP2 but the one
with sp2 did not come with a activation key. Anyway I can deactivate my
SP1 disk's activation key and use the key for SP2's version?

They are both legal and stuff just did not come with the key.

If your XP SP2 disk did not come with a product key, it is not legal. If
your XP SP1 is a retail copy and you aren't going to run it on more
than one machine, you can use its product key to install the XP SP2.
But why do this? You can simply install SP2 on your computer with SP1.

If you want more help, please post back with a better description of
what you are trying to do. See this "how to post" information:

How would I deactivate the key on the SP1 to use on SP2?

Also both disk are legal one I bought at walmart and another on ebay
that did not come with the key but the disk is not a CD-R the real
thing.

There is no way to deactivate a key as you describe.

If you bought the disk on Ebay without a Product Key, you did not buy
Windows.
Instead you bought a poor quality coaster.
Value: 10 cents, probably overpriced at that.

As Jupiter Jones told you, a disk without a product key is useless. It
is the product key that gives you the license, not the physical cd. You
own one copy of Windows XP. If you want to put XP on another computer,
you need to buy another copy. This time purchase one from a legitimate
source.

The CD is not relevant for the license. The important part is the CD
key. It doesn't matter how many copies of the CD you have, if you only
have one CD key then you have one license. A key can be used with any
CD of that same type, i.e. a key for a retail copy of XP Pro will work
with any retail CD for XP Pro, it doesn't matter what the SP level might
be. Home with Home, OEM with OEM, and they have to be the same language.

If your system has SP1 and you want to put SP2 on it there are ways,
either to update through windows update, get a copy of the SP2 CD and
apply it or slipstream SP2 into your SP1 installation CD.

One copy of XP can be moved from one computer to the next if it's a
retail copy and it is removed from the original computer first. Upon
reinstalling it will either activate of the internet or you need to make
a phone call. An OEM copy is tied to the first computer on which it's
installed and can't be moved to another per the license agreement (EULA).

A small addition to the above. The key also has to match the CD with respect
to whether it's a Full or Upgrade version.
