16 bit Windows Subsystem error

I am trying to load software that I get the following error message.

C:\WINNT2\SYSTEM32\AUTOEXEC.NT. The system file is not suitable for running
MS-DOS and Microsoft Windows applications.
Choos 'Close' to terminate the application.

then choose either "Close" or "Ignore" which is the same as close.

I there any way to change this. The disk indicates that it will run on 2000
but I don't know if there is a setting that needs to be reset or not.
