16 bit apps won't run

This problem just surfaced recently. I tried to run one
of my games that had always run before and got the error
message that the system32 file was not suitable for
running applications of this kind. Now none of my 16 bit
apps will run, and I can't even uninstall them as that is
also a 16 bit app. Can anyone help?
