Ok ive been having this problem for about a week now and
its really irratating. Ive run several virus check
programs (McAfee, Trendmicro, and AVG) and they found a
virus and i cleaned it. Ive also run SpyBot Search and
Destroy as well as Ad-Aware and ive removed all spyware
from my computer, but the problem persists. How can i
solve my problem? The two programs using the cpu power
are explorer.exe and csrss.exe. explorer is using about
70% while csrss is using about 30%. How can i go about
fixing this problem short of reinstalling windows?

You are infected with a variant of the MS Blaster worm.
It hijacks your CPU and executes its arsenal constantly.
There is a fix for this on Windows Update. If you type "MS
Blast" into the Microsoft search engine, it'll direct you
to the necessary patch.

have you checked with your isp? i had a similar problem
but with me it was svchost.exe and smss.exe that were
using everything up. turns out i had a blaster worm and
msn walked me through getting rid of it, you shouldn't
have to reformat according to them.
