100% CPU in 1 user account and not other!!!

I'll try to be brief but I've tring things for 4 days.
First I had 100% cpu usage bogging PC down.(I can play
games and surf the web and it doesn't occur. I ran 3DMark
with no problems.)
I checked Taskman and it was numerous processes going to
100% depening on what program I was running.
Some were :NAVW32.EXE,DUMPREP.EXE,MSIEXE.EXE,OUTLOOK.EXE.
I could run Norton WinDoctor but not NAV.
When I opened Outlook,whenI clicked on Help and Support
in Win. Explorer,when I tried to remove progams via
Add/Remove it all caused 100% and sys not responding.
I even get 100% and PC hangs just by clicking on User
Accounts in Control Panel. Then I just click on the
offending Process and evrything returns to normal.
Idid a restore point, ran NAV and Panda virus checkers.
NAV did find MImail virus.- deleted files. After deleting
files I ran the virus checkers again-none .
I read hundreds of posts and couldn't find an answer.
I then did a repair of XP from the CD and created a new
user account. Now when I boot I have the old one and new
one to choose from.
If I boot to the old one I have the problem. If I boot
to the new account I don't get 100% cpu using the exact
smae programs.

www.safer-networking.org and download Spybot. A system-wide scan can't hurt.
