0x800CCC13 error - sometimnes

Using Outlook 2002 SP-2 all outgoing emails get 0x800CCC13 error. Mail sits in Outbox. On restart the Outbox is cleared almost immediately but new outgoing emails get same error. Have upgraded Office, Explorer and Outlook Express but problem persists. Any ideas?
 
Dialup or broadband (cable, dsl, .etc) access to server? If broadband, are
you behind a router that lets you share a single IP address to many
machines? If yes, you might try adjusting your MTU to a lower setting to
see if the connection becomes stable.

Broadband by cable. No router at my single home PC linked through Motorola SB4101 modem. Have restarted link to ISP with their help to make sure it was OK - all internet and incoming emails are normal. Outgoping emails still have 0x800CCC13 error but now seem to also have 0x8004210B and 0x800CCC0B errors - but after Outlook closedown and restart - all outgoing emails are handled correctly. Seems that the initial Outlook send may be corrupting some part of the comms setup?? (Don't understand MTU adjustment?

http://www.winguides.com/registry/display.php/280/ might be helpful. Try
the PPoE setting since Ethernet/DSL/Cable is the default when the setting is
missing.

PS - Page assumes that you are running NT4/Windows 2000/Windows XP. If
running a different operating system, then another example will have to be
found.
