0x800700D Error

I'm getting a Community Download Failed error when downloaded Microsoft
Newsgroup postings. The error says that the Community Download Failed.
Does anyone know what is causing this and how to fix it. I getting the
error after the messages have been downloaded.

How are you accessing this Microsoft newsgroup?
The so-called 'Community' features are quite buggy, and it is better
if you turn it off. In Windows Mail: Tools, Options, uncheck "Use
newsgroup message rating features".
 
Thank you. I have unchecked the option.

I wasn't aware of this being checked. I don't know if I had been getting
the error on the Windows Mail status line prior to yesterday or not.
Yesterday was the 1st time I had noticed it.
