what free program is out there to open email encrypted in .smime?

I use a netzero email acct that I travel extensively with. I dont uset use
outlook because it empties my email from this acct on the web and into my
laptop. This would prevent me from seeing those emails if I forget, lose or
choose not to bring the laptop with me. Is there some rules I could use with
outlook that will only "COPY and DOWNLOAD" instead of erasing the emails from
web acct.?

Lately, I've been getting lots of smime mail and cant open those. Am aware
of "pay for" programs but isnt there a Free one.??

What you're looking for is a little checkbox marked "Leave a copy of
messages on server." - it's in your POP account properties, somewhere (more
settings??) But note that at some point, you do have to download/remove mail
from your mailbox, or you'll go over your mailbox quota.
