All my drivers are up to date and all Windows Updates have been applied.
I've tried completely uninstalling and re-installing the game, but the
problem persists. Any suggestions on what may be causing the problem?

I have the same Error on Vista 64 but for me it crashes on the intro before
any menu opens.
