Certificates in Outlook

One of the people here is seeing a lengthy delay when opening encrypted
messages in Outlook 2003. It can take up to a minute to open the message.
The message is properly decrypted. In other words, Outlook appears to be
operating correctly, it's just that it takes a long time to open an
encrypted message. I've looked at all the settings governing encryption and
certificates, both in Outlook and in Internet Explorer and I see nothing
incorrect. Other people with similar configurations do not see the delay.
I've seen an MSKB article that applies to Outlook 2002, but not to 2003.
Can anyone suggest anything at which I can look?

What happens when you create a new Outlook Profile ?

I can certainly suggest that, although off the top of my head, I can't think
of anything in the profile that would affect decryption.
