TS 2000 runs slowly intermittently

I have an off site building (11 TS logins, VPN using internal IP address to
access Terminal Server, all users using small Access databases, DSL @ 386K)
to connect to our Windows 2000 Terminal Server (2 GB RAM, dual Xeon, RAID 5
HDD, SP4). Normally the connections are good, but recently the delay has
become unacceptablely slow. I am not very experienced with troubleshooting
these issues and wanted to start with updating to SP6 - can this cause more
problems than I currently have? Also, is there a special way to install
service packs on the TS? If my Internet connection is not stable would this
cause these types of hang-ups? I am open to all suggestions. Thank you in
advance for your help.

There is no SP6 for Windows 2000. The latest SP is SP4, so you are
up to date regarding ServicePacks.
Since the delay has occurred recently, you should investigated
anything that was changed on your server or clients or network
connection directly prior to the performance decline.

Is the connection generally slow (during login/logoff, running all
applications, even Notepad, or only when running Access)?
Check your CPU and memory usage (in Task Manager) on the server
during a normal work load. If that doesn't show an obvious
problem, have a look at your network usage, disk usage, etc in
Performance Monitor.
386 K for 11 concurrent users might be the bottleneck, especially
if there is a lot of printing.

In some cases when on VPN you may have to limit printer bandwidth. I had to
for a group of users.
