RRAS will not start After ISA SP2 Install

I have been updating our customers ISA 2000 installs with SP2 and so far
haven't had a problem. However the last one I have just done, seemed to
install OK but on the reboot RRAS would not start:

Source : RemoteAccess, Event ID: 20103
Description:- Unable to load C:\WINNT\system32\iprtrmgr.dll

and

Source : Service Control Manager, Event ID : 7024
Description: The Routing and Remote Access service terminated with
service-specific error 2

The server runs Win2K SP4 with latest updates, ISA2000 SP2 with 2 network
cards, one WAN, going to an ADSL router, the other the LAN conenction. It has
been running 2 years OK. I suspect the SP2 install is a red herring, but
something else has caused the problem. The servers last reboot had been start
May 2004.

I have seen MS Article Q299013 (at
http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q299013 ), but as I
don't have a modem I can't remove it! The Registry keys are all there as
shown and so is the file iprtrmgr.dll, which I have also checked size and
date against a known good server with ISA SP2 installed and it is the same.

I am very lothe to remove TCP/IP.

Internet Access from internal users is not affected and users can also come
in on OWA from the Internet, so I suspect the WAN NIC is OK, however I am
tempted to swap it out as a "soft" way of reinstalling TCPIP on that
interface. However in another newsgroup posting I did see a user who had
swapped out a WAN NIC in the same config as me, after the original had died
and then encountered the same problems as I get above, so this may make
things worse.

Has anyone seen and fixed this before? I am at a loss presently, have
seached newsgroups which normally yield a solution, but lots of folks seem to
get the error but no "I've fixed it" posts.

Hi Rob,

Check HKLM/System/CurrentcontrolSet/Services/RemoteAccess
DependOnServices

Check that ISACTRL is listed before rpcSS

Thanks for your reply Bruno. I checked the DependOnServices order and it was
OK.

I have done some more work and have it working again (for now!), so read on
if you are getting these errors and want to try my fix...

I hooked up my laptop next to the server and Remote Accessed into 2 other
W2K servers we have with this setup to compare the RemoteAccess and TCPIP
service reg keys. Apart from network adapter ID's they were much the same.

I then Scheduled a chkdsk on both the C and E drives (D is CD) and rebooted.
When it started up again the RRAS service started, but with an 20169 error
that it couldn't get to a DHCP server. I have seen this before when the WAN
card doesn't have its DNS pointed to the local DNS server and also if you
don't have the LAN card as the DHCP server, when configuring. This was all OK
though. The other strange thing was that in the RRAS console the "Remote
Interfaces" section was showing, but the routing was unticked for all ports,
so this normally is not there when just using RAS - strange.

Anyway, I installed MDAC 2.8 (as this was suggested in another post) and on
the reboot I was back to the same 20103 error again - deep joy :)

Tried disabling RRAS config and then setting it up again, but the same
result. Also I tried just LAN routing, and as in other posts this worked
fine, no problems, is was just when you added RAS or demand-dial routing that
the problem arose.

The server was rebooted a few times once or twice RRAS would start with the
20169 error but normally is was back to no start and the 20103 error.

So last try - disable RRAS in the console so nothing configured. Reboot
server with RRAS disabled. Once server was back up again, I configured RRAS
as I wanted it and hey presto it all came up OK. Tested VPN in from laptop
and OK (with proper private IPaddress assigned) and also got a colleague to
try and they got in OK.

I dare not reboot the server again at this point as it is working so I don't
know if it will fail again on the next reboot or work. If it fails I will
repeat the disable / reboot / enable process again, but hopefully it will be
OK.

So if you are getting this 20103 error I would do a chkdsk of all disks on a
reboot, disable RRAS on the restart, reboot and then configure it again once
in.

Lastly does anyone know about the Microsoft RRAS reinstall tool? I did a
search in Google groups on "remote access 20103 paid" and the first one there
is from a guy who paid for MS support and one option they gave him was for
this tool to reinstall RRAS. Just thought I might try and get it ready, in
case it goes wrong again, but can't find anymore info on it.

I hope this works for you - let me know if it does on this posting!
