"save changes" Message when closing Outlook 07

When closing Outlook 07, user will get a message that appears that asks if
they want to save changes. At this point it seems random. The user has not
downloaded any pictures into an email, made any chacnges to Outlook, nothing
noteworthy that we know of, but the question will remain popping up until the
they answer "Yes". Any suggestions on what we can look for?
