Red X in windows mail

With windows mail I'm getting a red X where an image should be. Doesn't
happen all of the time. Any suggestions on what setting to change?

How big is the message? Big enough to actually contain the picture?

Often this happens because the sender does no have the correct settings in
their mail program and the picture is not actually sent.
