mrtRate Service Fails To Start

Each Time I start my machine the mrtRate service
(whatever that is) fails to start.

The mrtRate service failed to start due to the following
error:
The system cannot find the file specified.

How can I determine what file is missing and restore it?

I don't think this is a native XP service.
Open services (service.msc from the RUN box)

scroll down that service and right click.
select properties and look where it says path to executable.
From that you should be able to recognize it.
