Windows XP Macromedia flash player probs

Hi i dont know if this is the right place but i am having some trouble installing a flash player when i go to do it it says i have to wait for a gold bar at the top of the screen which i know is the security bar to allow the installation but it doesnt show and the installation doesnt happen. so i have checked my norton settings and also been on macromedia site and tried their uninstall links and some active x thing but still nothing, i did manage to install a shockwave player, can any one help?
