Disk Cleanup question

I have noticed that on a newly installed copy of Windows XP, there are
2 basic temp folders.
The first is c:\windows\temp
The second one is "user name" temp

So the question is this: Whcih temp folder does Disk cleanup cleanup?

The user one if run by a user. Almost nothing will use the other one. But if you run dislcleanup when noone is logged in then windows one will be done. And is used by program that don't have a user.
