Windows XP Ctrl, Atl, Del (Task Manager)

When I press Ctrl, Alt, Del all i get is the CPU Usage nothin else no task manager no option to cahnge from CPU usage. I've run Adware and Norton Antivirus. Still no change please HELP!!!
 
if you are running XP which im pretty sure you are, there should be some tabs along the top (applications, processes etc) click on the applications tab or the processes tab
 
i think i may know why, double click the grey border and the tabs and other bits should appear, it happened to me once
