convert from symbols

Received mail from Israel in the form of question marks. How do I convert
it to a readable form, either Hebrew or English. Tried to encode to Western
European and hebrew but it did not work. Help!!!

Try UTF-8, but without the message headers telling us, it's impossible to
tell.

Open the message and click Format | Encoding

Hi,

found UNTF-8 and clicked on it but it did not convert the questions marks.
Tried also the Hebrew Windows and Hebrew ISO, but none worked. Then tried to
see the character set in an earlier message from the same person and it was:
windows 1255 but could not find this character set in my encoding list.
HELP!!
