Disable Ctrl Alt Del via Group Policy

I have a user who is unable to click Ctrl Alt and Del. He is using a Windows
2000 Professional Machine configured to a 2003 Small Business Server domain.
Does anyone know how to turn off the requirement for Ctrl Alt Del at login.
I would prefer to exclude just this one user but am willing to exclude
everyone if need be.
