XP won't restart / will shutdown

I am using XP home edition. During restart after system
shutdown the video signal is lost and the PC hangs in this
state. There is no HD activity but the PC fans still
run. I have to power down and wait a few minutes and
reboot XP. If I power up to soon the PC will run in this
same state. I am able to complete a basic shutdown. I am
using an ATI Radeon 7200 video card with the latest
drivers. I disabled my startup items via msconfig in an
attempt to isolate a program but restart still fails the
same.

Mine does the exact same thing? What motherboard are you using? I have an
Intel D875PBZ. I had an Nvidia geforce2 MX400 card that worked fine with the
drivers provided by Windows XP. When I installed the drivers that came with
the card I started having the same problems you're having. I reinstalled the
drivers that came with Windows XP and the shutdown/restart problem went away.
I took out the Nvidia card and replaced it with an ATI Radeon 9000 thinking it
would fix the problem but it didn't. I'm using the drivers that were provided
by ATI but I bet if I uninstall them and use the regular Windows XP drivers the
shutdown/restart problem will go away.

The site you suggested talks about shutdown problems. (minedoes fine)
I can't startup right most of the time

I have the same thing happening. Sometimes, if XP fully opens, it happens when I'm in the middle of something. The monitor flickers to black and I see the words "NO SIGNAL". It happens in Safe Mode, too.

Meanwhile, "ctrl-alt-del" doesn't restart the computer, nor does the restar button. I have to turn the thing off and then back on.

Help!
