XP will not startup

I have a computer that is telling me at startup the
following error message and then reboots. "lsass.exe-not
enough quota". It does this in both normal and safe mode.
How can I get into the system to work on the problem?

You can try a Repair Install. Here are instructions:

Unfortunately, I have to tell you that my experience with this error has
been that a full format of the drive will be required. If you do that,
you'll clean install Windows, reinstall your programs from cd's, and
restore data from backups.
