XP switches USB Devices to Unknown on 2nd Restart

Got my original scanner issue nailed down to the following
testcase:

XP Pro shows all USB Devices as Unknown Devices, so.....
Safe Mode does recognize all USB devices
I can delete USB Hubs & Controllers (2 ea.) in Safe Mode
I restart XP and it recognizes all of my USBs! Great!
But when I do restart, they all go back to Unknown!

Sure seems like an XP issue, doesn't it? If it loads them
incorrectly during 1st restart, I would think the pc side
of things is okay, yes?
..
I am using a Compaq Presario 7000T series(7EL147), and per
Compaq, it's not meant to handle XP, blah blah blah. I
upgraded from ME. I've downloaded every possible patch
I've come across, including the SP1 and related fixes.

So it comes down to.. what specifically is XP doing on
that 2nd restart that it didn't do on the restart from
Safe Mode, when it recognized devices just fine?

Thanks!
Chet

PS. I know I can probably purchase a PCI card to handle
the USBs, but I also have a firewire port, as one of my
USB Root Hubs, that I need to be concerned about as well.
Hoping for one last effort here. :o)

Is this possibly related to this issue>

This might be one of those computers that restart really does not work
with XP. I have two older laptops (Win98 era) that will not restart
precisely with XP and lose USB and other devices from time to time.
Shutdown and Start don't take that much longer with XP, so it is not an
issue with me.

OTOH, you might go to Cari's site on correcting driver problems and
reinstall the problem devices using her procedure.
