Use system restore to restore to a point when windows started normally
Start>Run "Type" rstrui.exe

Have you tried last know good configuration

device manager
http://support.microsoft.com/default.aspx?scid=kb;EN-US;283658and check for
any problem device. Are there any errors or warning in your eventviewer? Try
doing a system restore http://support.microsoft.com/kb/304449/ if there
aren't any noticable errors or warnings.

What did you do right before this problem happened? Since it will boot
into safe mode it's a startup program or driver/service causing the
problem. Do some clean boot troubleshooting. See these links:
