Xp Pro wont allow more than one user to be logged on at once

I have XP Pro, latest patches, welcome screen and fast user switching turned
on. However I cannot log into more than one acct at any time. I must first
log off one acct before the machine allows me to log into the second. When I
attempt multiple logins the desktop flashes afterwhich the welcome screen
resumes. any ideas?
