WindowsXP Windows Picture and Fax viewer problem.

I have scanned many old family photo negatives and I use the windows picture
and fax viewer to view them.

I want to write notes on each photo and I use the "Annotation" facility for
this.

But any writing I put on the picture disappears when I open it with Photo
Viewer, or other programs such as PhotoShop.

Can someone tell me what I'm doing wrong, and how I should be doing it to
make a permanent record?

I believe it's because each application has its own proprietary means of
achieving this. You're adding the text using MS-Paint, that's the screen
that opens when you wish to edit a photo in the viewer. It has it's own
means of adding text as a caption, assuming it is a caption. Other
applications either don't recognize it or have a format of their own. It
may not be the text itself but how the application adds a caption.

In essence, you are attempting to take a feature that is not specifically on
the photo but added as text that is formatted to appear in a specific
application and not part of the format of the other application in which you
wish to open the photo.
