Windows XP Upgrade failing with the following error

Setup cannot locate the Windows installation you want to
upgrade.

Computer has a Western Digital IDE hard drive. I have two
computers which are identical. The first computer
upgraded just fine. The second computer continues to give
this error. The bios recognizes the hard drive on startup.
WDC WD200BB-53aua1

Current operating system is Win98SE and the hard drive is
FAT32.

Any suggestions?
 
Did you have any drive partitioning software on the machine previous to the
upgrade? Was the installation OEM or retail media and what media are you
using for the upgrade now?
 
The computer did have Drive Image from PartitionMagic
installed. We un-installed the Drive Image software. The
version of Drive Image is compatible with Windows XP. I
checked the hard drive with a utility from Western
Digital and it does not have the Dynamic Drive Overlay
software installed. I am not sure whether or not Drive
Image does anything with the partitions.

The installation is an OEM installation to my knowledge
from a local retail store. Non-brand unit.

You might try installing it clean and formatting the drive with Windows when
you do the installation. The OEM media that you are using, is it from a
large OEM like Dell/HP or is it just OEM media you got when you bought the
PC and thus is basically nonbranded retail media?
