Windows XP Sound interruptions

I have noticed on all computers I have come across with an XP OS, at high
volume levels, you can notice a lot of sound interferences when computer is
not playing any audible sounds. You can hear the CD drives spin up and
crackling noices. When using older operating systems, I have found they dont
make any noise at the same amplification. How would I be able to get rid of
these sounds? I have a Riptide 32 bit 3D stereo PCI soundcard with the latest
driver.
