windows task manager

even as i write this message, the windows task manager is up. it wiil not close!!!!! the normal tool bar that is at the top is gone!!! please help immediatly.
 
That happened to me awhile back too; never did figure out why.
At any rate, use ALT-F4 to close it. Put your cursor somewhere in the
window and press ALT-F4.
It closed it for me, at least.

Double click the gray border around Task Manager, tabs and all will return.
