Windows not flipping... I'm flipping out..

Weird issue since I got my new system, and switched to XP..
Sometimes, seemingly randomly, the windows stop flipping to the top..
for example, right now I have 4 windows open..
I was happily dragging and dropping icons from one place to the other,
setting up all my emulated games, on the start menu, when suddenly it
happened again.
Mozilla is currently On Top.
If I click any of the windows in the taskbar, they refuse to show
themselves.
If I minimise Mozilla, I'm left with the three windows, which also
will not flip between each other.. The topmost stays at the top, no
matter how much I click them.
If I then Un-minimise Mozilla, it's now right at the back..
I have to minimise/unminimise the other windows, to send them, one at
a time, to the back, too..
It's very frustrating.
What's going on? Anyone??

Sounds like Mozilla is loking up the system. Does this happen if you use IE
for browsing?

Dunno..
I've been trying for most of the day, and it hasn't occured again, yet.
Next time it happens, I'll post the programs I'm running at the time.
