I have tried all of the suggestions Microsoft and users recommend to make
windows installer work. But nothing I do facilitates downloading. Is there
a fairly simple fix?

It really depends on what the problem is, what you've tried already,
etc. Since you haven't told us anything except that you're having
trouble downloading something, you can't get specific help.
