Windows Installer again

When I try to load Autocad 2000Lt I get the
message:"Incorrect command line parameters"
when I try to install Norton Ghost I get the following
message: "The Windows Installer Service could not be
accessed". I have Windows XP and I'm not in Safe mode.
I have tried the "fixes" suggested so far with no luck.
Please Help!!!
