Windows cannot accurately check the status of the license for this computer

I cannot start Windows XP on my daughter's computer. I get a message that
"Windows cannot accurately check the status of the license for this
computer". Error Code 0x800004005
This computer has LOTS of spyware issues. I'm trying to fix them, but I
can't even open up Windows.
