Windows autmatically coming to the front

Hello. I'm having a frustration. When I'm browsing a web page, another web
page I have open will suddenly pop up in front of what I was reading at the
moment. It blinks blue often in the taskbar. I'm wondering if there's a way
to disable windows from coming to the front, so to speak.
 
Hi,
I don't think that there's a fix for this other than to minimize the window
you don't want to see.
