windows adminstrator and task manager

When I try to close a locked/crashed program using the
ctrl/alt/delete buttons,my computer now says that this
funtion has been disabled by an administrator. I am the
only user on this computer. I could have possibly
(unknowingly) changed this setting, but how do I change
it back so I can once agin use the "three finger salute?"
