Look in the properties of the mail account to determine what connection type
is set for it.
Look at your Send/Receive intervals in Tools > Send/Receive > Send/Receive
settings...

Where do I find "properties of the mail account"?
Intervals are set at 10 minutes. but it sends and receives when opened and
then shuts of immediately, not waiting for 10 min interval. How can I keep
it on?

Set your connection type to LAN.
Look at Tools > E-mail Accounts to examine and change the setting for your
mail account(s)
