Because you have freeze panes.

Window|Unfreeze panes

No matter what I try, I can't show the rows I hid. Please help.

Did that include clicking on the square at the joint of the row and column
headers and selecting Format > Row > Unhide ?

Click on the blank box/cell in the upper left hand corner of the worksheet.
This should highlight the entire sheet. Now click Format > Row > Unhide.

Alternately, if you you have additional hidden rows and/or columns, in the
Name box type A1, the Enter. Hold Shift and click in cell A48, which should
be visible. Then click Format > Row > Unhide.
