where is the Microsoft Word control panel?

There is no "control panel" in Word. Control Panel is a Windows folder.

But... if you're looking for the place where you control [most] Word
options:

Word 2003 or earlier: Click Tools - Options


Word 2007: Click the Office button (upper left corner of the Word Window, to
the left of the Home tab), then click Word Options at the bottom of the
Recent Documents list.
