What is "LOC CTO" license?

I am shopping for XP Home to put on a new computer that doesn't
have an OS. I found the following product at HP for $74:

HP online help cannot tell me what the product codes mean and
whether it is a full licensed copy to be used on any PC. Anyone?

Thanks but that still doesn't answer my question about whether it is
a full licensed copy to be used on any PC. I am concerned about what
"CTO" means and if it has any relevance to my question.
