Voice command in XP

Does anybody know how to activate the voice command
feature in windows XP?

XP has a speech to text function which can be set up in the Speech applet of
Control Panel.

If you mean by "Voice Command" a means of controlling the computer's
functions by voice, as far as I know, that is not an XP feature though there
may be some third party applications that can add some such features.

If you have Office 2002 or Office 2003 you should be able to do this from
the Language bar.
