Viewable Area of Monitor

There is now a black area across the top of the screen, about 1/2-3/4" wide.
It wasn't always like that. It is there on the desktop and all programs.
Does anyone know how to restore the viewable area to full size?

What happens when you adjust the sizing controls on the monitor itself?
 
Most computer monitors have either controls on the monitor
or in the graphics card software. But CRTs, like
televisions must have enough power from the high voltage
transformer to work, the monitor could be failing and
require repair or possibly replacement (depending on wages
and parts, it can be cheaper to buy new).

The problem is most likely with your monitor itself, rather then with xp.
It seems that you need to adjast the the position and size of your display
area, do so by using the controls on your monitor. Refer to the monitor's
manual or try contacting the vendor.
 
Do you see those buttons on your monitor? They enable you to adjust it!
