VC++ 2003: dll not found if not in exe directory

I used to have some dll's in a lib directory.
The path to the lib directory is in the environment
variable path. In VC 6.0 and .NET 2002 the applications
found these dll's in the lib directory. In .NET 2003 this
does no longer work (I have recompiled these dlls, and
there is no problem, if I copy the dlls into the
application directory).

The application reports:
---------------------------
Component not found:

The application could not be started because XXX.dll was
not found. Reinstalling the application may solve this
problem.
