upgrade not recog. Gateway Win98 cd

I am trying to do a clean install of WinXP on my system.
My old system was a Gateway with Win98se on the hard
disk. Gateway provided me with the System Restoration and
Win98 backup cd's. They told me that those cd's are legit
versions of the OS and I should be able to use them to
upgrade to XP, but during the installation, the system
tells me that it cannot locate a version of Windows on the
cd. I tried both the Restoration and the Backup and
neither worked. Any idea how I get the new OS to
install? Thanks.

Many restore CDs will not work.
Do not use the System Restoration CD, instead use the Operating System
Back-up CD.
When it looks for the Windows 98 CD, path it to the win98 directory.

Another option is to install Windows 98 using the Operating System
Back-up CD.
After Windows 98 is installed, from the Desktop, insert the Windows XP
CD and follow the prompts for an upgrade.

Disconnect all peripherals (scanner, printer, camera etc) before
starting.
 
How do you "path it to the win98 directory"? It prompts
to insert the Win 98 cd and hit enter (or some other key)
to continue or something like F3 to quit. I also tried
installing the Win98 first, but it gave me some kind of
error message and then bumped me to the floppy drive (A:)
dos-style prompt. Do I need to do some kind of
partitioning or formatting of the hard drive before I try
to install the OS? I downloaded a disk wizard setup
utility for the Seagate HD onto a floppy, but the
instruction manual made it sound like I am supposed to run
that utility after the OS is installed.
