updating resgistry

I need to run a supplied file to update registry entries, but "Windows has
blocked access to this file". The stated fix for this is to right-click the
file, click Properties and check Unblock. The option to Unblock does not
appear on the Properties box.

Any solution? It is essential that I can use this file to update the
registry in order to access a safety critical system.

I note that this external system is successfully being accessed from many
other XP machines, and that there is no record of anyone else having had
difficulties in updating the registry. The current version of the system was
written specifically for XP.
