I get an e-mail on my yahoo account with an attachment
claiming to be from Microsoft every month which reads:

MS Customer

this is the latest version of security update, the "July
2004, Cumulative Patch" update which eliminates all known
security vulnerabilities affecting MS Internet Explorer,
MS Outlook and MS Outlook Express. Install now to maintain
the security of your computer from these vulnerabilities,
the most serious of which could allow an attacker to run
code on your system. This update includes the
functionality of all previously released patches.

The current attachment is titled q727723.exe. Is this a
legitiment file?

Thanks

No, they are not legit. Microsoft does not email attachments.
Your anti-virus will tell you what virus the attachment is.
