Unexpected Message in between XP logo & Logon to windows

I get a old security message that was inserted by my
previous employer Verizon. In between the WINDOWS XP LOGO
screen I get
" NOTICE - PROPRIETARY SYSTEM" followed with a long message
about monitoring. I have to acknowledge before the PC will
complete booting and display the LOGON TO WINDOWS Screen.
Does anyone know how to delete this event?
