Under tools, there is no "Rules and Alerts" option. Why is this?

It is Outlook 2003. Under tools it only lists:
Find
Address Book
Mailbox Cleanup
Empty Deleted Items Folder
Forms
Macro
Email Accounts
Customize
Options


I am trying to create a Rule to have my Outlook received emails be sent to
my GMail account.
Rules & Alerts isn't under either of the two last options either, even
though I thought it would be.

Any ideas?!

1) Did you install and uninstall the Outlook 2007 beta?

2) Do you have the smart menu feature enabled? Did you click on the down
arrow to expand?

3) If no to both of those, find and delete outcmd.dat from C:\Documents and
Settings\username\Application Data\Microsoft\Outlook. You can access
it by pasting %USERPROFILE%\Application Data\Microsoft\Outlook in the
Address bar of your browser or Windows Explorer. This holds menu
personalizations
and Outlook will recreate it if it is removed.

I did not install or uninstall Outlook 2007 beta and smart menu is not
enabled and I did click the expand arrow. Any more ideas?

I do not have the outcmd.dat file. Now what do I do? I went to that site but
it seemed to not help.

I don't know where to go from that point.

Maybe confirm the menu personalization issue by opening outlook at the
command line with the /nocustomize switch.
(see: http://www.outlook-tips.net/howto/commandlines.htm)
Or open it in safe mode.

Then, I'd be running Microsoft update to make sure I had all the latest
updates and patches.
Failing that, I would be reinstalling.

calendar or tasks?
